Weiming Lu was born in Shanghai, China. After earning several degrees in civil engineering in both the United States and Taiwan, in 1959 Lu moved to Minneapolis and joined the city planning department, where he was eventually promoted to Chief of Environmental Design. During the 12 years he served in Minneapolis he oversaw the construction of Interstate 35-W, Nicollet Mall, the skyway system in downtown Minneapolis, and much more. In 1971 Lu moved to Dallas, Texas, to serve as Director of Urban Design for that city. Eventually he returned to Minneapolis, and in 1979 was hired as the Deputy Director for Urban Design for the Lowertown Redevelopment Corporation, which revitalized the run-down neighborhood of Lowertown in St. Paul.
