The FBI founded the Counterintelligence Program (COINTELPRO), in 1956 to disrupt the Communist Party of the United States. The program grew to target other groups, especially Black civil rights leaders such as Martin Luther King Jr. and Malcolm X. The program violated citizens’ rights to privacy and free speech in its attempt to discredit activists and was disbanded in the 1970s.
