Joan Anderson Growe was born in Minneapolis, Minnesota, in 1935. She earned her teaching degree from St. Cloud State in 1956 and worked as a teacher and a homemaker until 1972, when she ran for the Minnesota House of Representatives. In 1974 she ran for Minnesota Secretary of State and served in that position from 1975-1999. Growe is most famously remembered for her efforts to increase voter participation in Minnesota, which resulted in Minnesota being state with the highest voter turnout while Growe was in office.
