The Federal Emergency Management Agency (FEMA) was created in 1979. The goal of this agency is to provide help to communities and people after a National Disaster. President Carter established this agency through an Executive Order. It is currently a part of the Department of Homeland Security. The specific roles and guidelines have been changed since it was founded through different acts passed by congress. ​
