Ray Budde conceptualized a shift in public education towards developing individual “charters” within schools. In response to Ronald Reagan’s call for education reform in the United States for the purpose of maintaining “intellectual superiority”, Budde’s article became more widely circulated, almost a decade after it was originally published. Minnesota was the first state to pass charter school laws in 1991.
